After SAM has demonstrated the financial and operational benefits of strategic telework, the plan must be inculturated within the organization by senior staff to make sure that the implementation is as effective as possible. There ARE fundamentally important questions to be addressed!
- How will your telework program affect your culture?
- How will the telework deployment affect your facilities?
- How will a telework deployment affect your IT Plans?
- Will it meet the requirements for congestion relief?
- What is the impact on your staffing needs?

Phase IV builds upon the efforts of the Scenario Assessment and Modeling Phase. Bringing senior staff together, the Policy Development begins with the selection of a Deployment Master from the recommended list of scenario combinations. Once there is concurrence upon this Deployment Plan, it is then possible to review all operating policies to determine the degree to which they support the plan. Whenever possible, these policies should be modified to support the Plan. If additional policies are appropriate in supporting the implementation, these can be incorporated into the organizations business plan.
Policy Development of this type necessarily involves key staff members within the organization. The Deployment Team can develop a number of effective methods of engaging their executives in the process but the focus must be on achieving three critical results:
- Adopting the Deployment Plan- Establishing the objective, timeline and deployment targets
- Adopting revised or newly developed policies -that will provide the necessary support for the Plan's Implementation. There are many tactical issues that should be addressed in such areas as:
- Launching a Communications Drive- to ensure that everyone is on board and everyone understands the direction.
Optionally, TCR offers a consultant service to assist in the completion of this phase of the planning process. These services may or may not include use of the e-Consensus Forum model.
