TCR believes that the best urban development policy is a strong rural development policy. Relieving the costs of simulataneous sprawl and high density living in the city by allowing those individuals who prefer to live in a rural area rebuilds the demographic base of these communities. A key element in building a strong global region is allowing communites to compete based upon their respective qualities of life- an equitable distribution of individuals based upon age, income and education is the intended outcome of this strategy. The digital divide is a major impediment to this goal.
